TNO ( is an independent and not-for-profit organisation primarily concerned with the application of scientific knowledge to improve the competitiveness of companies and to assist governments with policy matters. TNO has a staff of about 4500 employees. TNO Built Environment focuses on Building and Construction, Natural and Built Environment, Strategy and Policy, and Greenhouse Horticulture. TNO’s expertise centre Innovation and Environment has the following main competences: (1) Economic analyses, based on a vast array of databases (Dutch, European, Global, at a fine grained spatial detail, time series) and models (knowledge and development of CGE and econometric models (e.g. RAEM, EDIP, GEM E3, other), as well as sector models (e.g. Tremove, Poles), (2) Innovation system analyses and foresight, (3) Management/governance of complex systems.


TNO will be involved in WP3.
